Former Lackawanna councilman sentenced for residency lie

A former Lackawanna councilman has avoided jail time for lying about his residency.

The Erie County District Attorney's Office says William Leonard, 52, has been sentenced by Erie County Court Judge James Bargnesi to a one-year conditional discharge.

Leonard pleaded guilty to one count of official misconduct, a Class “A” misdemeanor, in November 2018. He admitted serving as 3rd Ward Councilman for Lackawanna while living in West Seneca. That is a violation of a residency requirement for the position.

Leonard resigned from his position effective October 31st of last year.
