Phase Three reopening guidelines released by state

Nail salons will be among those personal care service business that can reopen in Phase Three.

New York State has unveiled guidelines for the pending Phase Three of reopening the economy.

Western New York and the Finger Lakes region are currently in Phase Two, with the two-week interlude between the phases scheduled to end next week. Restaurants will be able to reopen with indoor seating, although with a maximum allowance of 50% capacity and a minimum distance requirement between tables.

Hair salons and barber shops have reopened in Phase Two, with several restrictions, and in Phase Three they will be joined by other personal care services, such as tattoo and piercing businesses, massage therapy, spas, cosmetology, tanning parlors, and nail and waxing services.

"As a former restaurant waitress and cook, I know how important getting indoor dining reopened is to bringing back jobs for many New Yorkers," said Lt. Gov. Kathy Hochul in a statement. 

She also urged the continuation of safe health practices such as wearing a mask, using hand sanitizer and practicing social distancing.
