When the city of Buffalo recently found itself with a cash flow deficit, officials were able to cover the gap by using funds from the Buffalo Public School District. Geoff Kelly of Investigative Post adds this to a growing list of questionable budget practices, notably the use of cash reserves to cover previous budget deficits. During his monthly appearance of WBFO's Press Pass, Kelly explains how the moves could lead to the return to a "hard" control board to oversee city spending, a development, he says, "nobody wants."
