Reports prepared for Say Yes to Education say Buffalo has a school system where very little is done right.
The organization is working with the school system on preparing a strategic plan to turn the district around and a second report analyzing district finances to see where the money can come from.
The report from Schoolhouse Partners out of Alexandria, Virginia, says the district can re-adjust its spending to find up to $20 million for change.
The other report from Cross & Joftus out of Bethesda, Maryland, says dysfunction in the school system ranges from a human resources department which still relies on different colored papers to a classroom where many teachers aren't doing very well and that's classrooms where the consultants were invited in.
Schoolhouse Principal Dan Barcan says choices have to be made.
"As you think about all the things you would want for your kids in the district, it becomes clear with every one of the choices that if you have A, you can't afford B," Barcan said
"Making really thoughtful decisions about whether it's A or B is the work."
"Say Yes" is a program to make sure every Buffalo public or charter graduate can go to college, relying on an array of public and private finance plans.

Reports were delivered Monday night to supporters of the Say Yes program during a meeting in remodeled McKinley High School.
