Pedestrians killed were Salamanca town leaders

Authorities have identified the two victims who were hit by a car in Cattaraugus County Friday. Michael and Donna Phillips both died at the scene. Michael Phillips was supervisor of the Town of Salamanca while his wife Donna was town clerk-elect.

They were walking to town hall in Salamanca when they were struck. A passenger in the car was hospitalized.

The accident is under investigation and charges are pending.

Michael Phillips ran unopposed for re-election last month as Salamanca town supervisor. Donna Phillips defeated incumbent Rosemary Shadden for town clerk by a vote of 117 to 41.

Councilwoman Diana Brodie, a neighbor of the couple, said they were wonderful people who had the town's best interests at heart.
