Bank settlements will be contributing to a $5 billion windfall that New York State will be able to spread over its annual budgets beginning in 2015. Many factions are already vying for a share of the money, but Governor Cuomo is not expected to outline his plan for applying the funds until his State of the State address in early January.
Infrastructure needs extend across the state, and there is pressure on the Governor to increase funding for education in the state.
