Niagara Falls man charged with chaining woman in basement

The Niagara Falls man apprehended in connection with the chaining of a woman in the basement of a Falls home on Sunday has been arraigned.

Michael Ciskiewic, 25,  was arraigned in Niagara Falls City Court Tuesday. He faces charges of first degree burglary, first degree rape, first degree kidnapping, second degree menacing and second degree assault.

Niagara County District Attorney Caroline Wojtaszek requested that Ciskiewic be remanded to custody with no bail, citing the safety of the community.

The suspect was arrested Monday evening in a field near Buffalo Avenue and 24th Street. The chained woman was found after a police bloodhound tracked her into a Monroe Avenue home on Sunday.
