State's top fiscal dog concerned with budget bills

Buffalo, NY – New York State Comptroller Thomas DiNapoli is expressing his concerns about the enacted state budget bills.

DiNapoli held a news conference in Buffalo on Thursday where reporters asked him about the current budget situation.

"We are still in the throws of a very difficult economy that continues to hurt our revenues", said DiNapoli.

DiNapoli analysis of the bills show an increase in spending from last fiscal year. The comptroller says he has discovered billions of dollars that are not fully guaranteed and several budget gaps. DiNapoli is calling on state legislators to pass a clear revenue bill.

"It just needs to get done. And then what we then need to do is look carefully about how the revenues are coming in. The executive is going to have to manage the spending in a very tight way to keep this budget in balance", said DiNapoli.

DiNapoli is also proposing fiscal reforms to the state's budget process, which he says has been secretive and piecemeal.
