Kofi Annan, about the challenges facing him, as he begins his term. Both the Clinton administration and Congressional leaders have made it clear that the United States expects him to carry out major reforms at the U.N. Secretary General Annan meets with President Clinton and other U.S. officials in Washington today. Annan says he'll try to convince them to pay more than a billion dollars in dues that the U.S. owes the U.N. in arrears.
