Collins Set to Roll Out Six Sigma

Buffalo, NY – It will be all business next week when Erie County Executive-elect Chris Collins takes over the reins of county government. At the core of his private sector approach is a program called "Six Sigma." But many residents are unsure what that means.

No, it is not a fraternity or some kind of cult. Six Sigma with its so called lean methodologies is one of the latest models being employed by businesses to boost the bottom line. It is used to improve efficiencies, eliminate waste and reduce costs.

But according to Six Sigma devotees, this is not the stereo-typical arm twisting business model. UB business consultant Al Hammonds is a black belt in Six Sigma. He said the model really cares about what employees think.

And he said the reaction, so far, has been enthusiastic. And he says that includes the union leaders who will have to sell their membership on any changes ahead.

Hammonds said about three or four departments are already being looked at closely for improvements to service delivery that could save money. He called these easy wins. Hammonds admits for now they will avoid mandated tougher areas. Hammonds said he is realistic - but he is also still optimistic.

Hammonds salary is being funded in a non-tradional government way. Collins said that because the position will save money in the long-run, the Erie County Fiscal Stability Authority agreed it is an appropriate use of one of the state's efficiency grants.

That process, however, is yet to be completed or approved.
