How Nebraska and Maine split Electoral College votes

There’s long been debate over what to do about the Electoral College. Two states, Nebraska and Maine, got rid of the winner-take-all approach and allow the state’s Electoral College votes to be split if a candidate wins the popular vote in a congressional district.
